What is the Passport program?
Passport is a program that enables people to participate in City of Richfield Recreation programs who may otherwise be unable, due to financial constraints.

How does the program work?
Participants may use their Passport card to receive discounts on the following programs:

-Richfield Older Adult programs
-Richfield Recreation programs
-Wood Lake Nature Center programs
-Richfield Community Education programs
-Richfield Ice Arena programs
-Richfield Outdoor Pool passes
-Richfield Youth Athletics

Participants may use up to $75 per person in discounts for Richfield Recreation Services programs (Community Center, Recreation and Wood Lake). Other participating agencies will set their own discount limits; consult with them if you have any questions. Some programs may not be eligible for a discount; please inquire about specific programs before registering.

Who’s eligible to participate in Passport?
To qualify, participants must be Richfield residents and must meet one of the following:

-Participation in Free or Reduced Lunch program through the Richfield School District.
-
Eligibility to receive financial aid from Hennepin County.
-Eligibility to receive Social Security disability.
-A financial hardship that prevents full payment of a program fee.

How do I apply?
Click on this link to view the brochure, which includes an application form and mail to the Richfield Recreation Department, 7000 Nicollet Ave, Richfield, MN 55423. When your eligibility has been verified (usually within a week), you will receive a letter of notification and your Passport card. This card should be presented at the time of registration for any of the participating recreation programs.

How often must I apply?
Each year, Passport participants will be notified by mail and asked to renew their memberships, if they choose.

Why is the City offering this program?
It is the City’s belief that all people should be encouraged to participate in recreation programs; the City is committed to helping people overcome financial limitations that may make participation difficult.

Voluntary Program Participation

By registering for a recreation program, the participant understands that participation in this activity is completely voluntary and the activity is being offered for the benefit of the participant. The City of Richfield shall not be liable for any claims, injuries or damages of whatever nature incurred by the participant due to the negligence of the City, its agents or employees arising out of or connected with the activity. The participant or participant's representative, by registration in this program, releases and discharges the City, its agents or employees from any such claims, injuries or damages.

Consent to Photography and Video Recordings of Programs

Richfield Recreation Services uses photography and video recordings to document activities and promote recreation opportunities. Participation in a recreation activity acts as your consent to such photographs and recordings unless you indicate otherwise to City staff.

Program Cancellations and Refund Policy

  1. The Richfield Recreation Services Department reserves the right to cancel class(es) or activities due to insufficient enrollment or other reasons.  Full refunds are given when classes are cancelled by our Department.

  2. When a class is not cancelled by the Recreation Services Department, registered program participants are eligible to receive a refund when cancelling prior to one week before the first class session.  No refunds will be issued when requested within one week or (or after) the start of the first class session unless for bona fide medical reasons.
  3. Prorated refunds can be authorized for medical reasons upon presentation of a physician statement.
  4. Refunds are not issued for classes missed due to illness or vacations.
  5. No refunds are issued for programs involving bus transportation, contracted services/instruction or prepaid admissions.
