Richfield Arterials Study Federal Application for Portland Avenue (Updated September 2, 2009) At the June 3, 2009 Transportation Commission meeting the commission recommended a three-lane conversion on the four arterials under consideration (Portland, Nicollet, Lyndale and Penn) due to the benefits the conversion presents for safety, multi-modal mobility, traffic flow, on-street amenities and the quality of life improvements that can be established with added sidewalk and bicycle accommodations along the corridors. The Commission recommended completing Portland Avenue before completing other arterials. 11 people attended the May 20, 2009 Open House to review draft recommendations of a four-lane to three-lane conversion for Portland, Nicollet, Lyndale and Penn Avenues. Based on the comments received at the January Open House, HR Green (the City?s consultant coordinating the study) put together draft design options for comment. On March 18th residents were given the opportunity to comment on the draft design options for the possible redesign of four arterial streets in Richfield. Public support for one or more of the proposals will assist the Commission in selecting alternatives for additional study. With the input from the March Open House, the Transportation Commission will work with the design consultant to draft design recommendations in April 2009. The recommendations will be presented at an Open House on May 20, 2009 from 6:00 p.m. to 8:00 p.m. in the Council Chambers of the Richfield City Hall. The Commission will provide the public an opportunity to review the recommendations before they are submitted to the City Council in June 2009. (UPDATED 2/6/09) Thirty residents attended an Open House that was held on January 21, 2009 to discuss the Richfield Arterials Study. The residents were encouraged to identify issues on the traffic carrying ability of the four north-south arterial streets passing through Richfield, i.e., Penn Avenue, Lyndale Avenue, Nicollet Avenue and Portland Avenue. Each person was asked to rate each arterial street for its ability to carry four different types of traffic: motorized vehicles (cars and trucks); pedestrians; bicyclists; and transit. To simplify the process citizens were asked to rate each road using a report card with grades ranging from A to F. The rating system is shown on one of the displays related to this study. Final recommendations will be submitted to the Richfield Transportation Commission in May 2009. Updated February 4, 2009 (Revised from January 14, 2009) The City acting through the Richfield Transportation Commission, an advisory group representing Richfield residents and businesses, is evaluating the condition of its major commercial streets, known as arterials. In particular, the City wants to determine if the streets need to be rebuilt. Before any major work is undertaken, it will be a good idea to evaluate whether or not their design should be updated so that they can meet current and future needs. The streets being studied include: Penn Avenue, Lyndale Avenue, Nicollet Avenue and Portland Avenue. Sixty-sixth Street is also an arterial street but is not part of the study. All of these arterials are showing their age. The study began in late 2008 by evaluating the condition of the roads and identifying any deficiencies. Each road was evaluated for its ability to handle different modes of travel, i.e. cars and trucks; pedestrians, bicyclists; and transit. A Public Open House to obtain public comments on the deficiency of the arterial streets was held on January 21, 2009 from 6:00 p.m. to 8:00 p.m. at the Council Chambers, Richfield City Hall. A presentation was made at 6:30 p.m. by Jack Broz of Howard R. Green Company, a consultant hired by the City of Richfield to conduct the study. Once the arterials have been evaluated, alternatives will be generated that attempt to address any deficiencies identified. It is hoped that the alternatives will make the roads blend in better with the residential character of the neighborhoods the arterials pass through. It is expected that draft recommendations will be prepared in March 2009 and final recommendations will be submitted to the Richfield Transportation Commission in May 2009.
