The Metropolitan Airports Commission (MAC)
established the MSP Noise Oversight Committee (NOC) in August of 2002. Its
purpose is to bring industry and community representatives together to
dialogue about noise issues at the Minneapolis-St. Paul International
Airport (MSP) and to bring policy recommendations to the MAC. The group
meets every other month. The cities of Minneapolis, Richfield,
Bloomington, Eagan and Mendota Heights each have a representative on the
committee. The cities of Burnsville, Inver Grove Heights, St. Paul and St.
Louis Park are represented through an at-large membership. The at-large
members rotate representation duties on an annual basis. Each city is
responsible for appointing its representative.
Industry is represented by a Scheduled Air Carrier, a Cargo Carrier, a
Charter Operator, a Chief Pilot of an airline serving MSP, the Minnesota
Business Aviation Association (MBAA) and an at-large member. All but the
MBAA representative are appointed by the MSP Airline Airport Affairs
Committee.
The City of Richfield still firmly believes that the MAC and NWA made
promises during the Dual Track process in 1996 to extend the noise
insulation program out to the 60 DNL contour. However, the NOC community
representatives also recognize that this compromise recommendation is an
acknowledgement of the financial hardships that the MAC and airlines are
experiencing and is a policy based on the science and technology of sound
mitigation as opposed to available dollars.
