pets safe and to prevent them from getting too close.
Care and Keeping of Animals
The Richfield Public Safety Department issues animal licenses and enforces
animal control laws. The following is a summary of city codes relating to the
care and keeping of animals. Animal licensing questions can be answered by
calling 612-861-9870. For other animal-related questions, call 612-861-9823.
Impounded Animals
The City of Richfield contracts for kennel services with the City of
Bloomington. Any animal impounded by Richfield Public Safety will be
sheltered at the City of Bloomington Animal Shelter, unless veterinary care
is required prior to kenneling at the Bloomington Animal Shelter or
specialized care requires a different setting.

be a short delay prior to an animal being entered into this database, such
as overnight, due to staffing.
Richfield Public Safety Dispatchers will be aware of any animal that is
being held for impound that has not yet been entered into the database.
Impounded animals are routinely held for five days at the shelter as is
required by City Ordinance and State Statute.
The Bloomington Animal Shelter is located at 9920 Logan Avenue. Animal
Shelter hours are by appointment only; call 952-563-8804 to arrange to meet
an officer at the shelter. Officers work variable schedules but they are
usually available 7:00 AM to 7:30 PM weekdays and 7:00 AM to 5:30 PM
weekends and holidays. A valid photo ID is required to claim an animal.
Payment methods accepted are check or exact change in cash.
Lost and found animal reports may be made at any time, 24 hours a day by
calling Richfield Public Safety at 612-861-9898.
If your animal is displayed in this database you may claim the animal by
contacting Bloomington Animal Control at the phone number above. You will be
required to pay board and impound fees at the time the animal is released to
you.
Multi-Pet
Licensing Changes
Residents
may have two dogs and two cats without needing a license other than their
individual animal licenses. If a resident wants three cats or three dogs, they
must obtain a separate multi-pet residence license application through the
City. The maximum number of animals that they may have are five total. Under
no circumstances, however, may there be more than three dogs on any property.

DOGS AND CATS TO BE LICENSED
- All animals 6 months of age and older must be licensed.
- Richfield's Animal License

- Licenses are issued annually (with the option to purchase multi-year
licenses for animals that have been spayed or neutered).
- A current rabies certificate is needed to apply for a license.
- Licenses must be attached to the animal’s harness or collar.
- Duplicate licenses are available if the license is lost.
- Animal license
applications may be brought to the Public Safety Department front counter
for processing during business hours or may be mailed to the Public Safety
Department, Attn: Animal Licensing, at 6700 Portland Avenue, Richfield, MN
55423. However the application is made, the correct payment and a current
rabies certificate must accompany the application or it will not be
processed.
DOGS MUST BE UNDER RESTRAINT
- Dogs must be restrained when off the owner’s property.
- A leash may not be longer than six feet.
- A dog is considered restrained when at the owner’s heel and
obedient to commands to stay at the owner’s heels.
DISPOSAL OF FECES
- Feces shall be immediately cleaned up and disposed of in a sanitary
manner.
CONFINEMENT WHEN NECESSARY
- Any fierce, dangerous, or vicious dog must be confined in a building or
secure enclosure, except when muzzled and controlled by a competent person.
- Any dog or cat in heat must be confined except while being exercised on a
leash.
PUBLIC NUISANCE
- Dogs and cats that annoy others by noise or behavior are a nuisance.
- Two or more residents must sign a petition before the City can take action
on an animal nuisance complaint.
ANIMALS TO BE QUARANTINED
- Any dog or cat that bites a person and breaks the skin must be quarantined
for ten days.
- A quarantined animal may not be taken out of Richfield during the
quarantine period.
- Quarantined animals are to be kept from contact with other animals or
people.
ABANDONMENT
- No dog or other animal may be abandoned.
